The Algebra of Small Things (Shortened Version)

And Why Development Forgot How Change Actually Works

We believe in events : turning points, the hinge on which history swings. Development economics made this instinct institutional: the Marshall Plan, the Green Revolution, Special Economic Zones, always favouring large capital over the accumulation already quietly at work. The cost shows up in programmes that replaced what was working with what was merely legible to planners.

There is another theory, older and far less glamorous, that the largest transformations are produced by the smallest actions, persistently applied, in a consistent direction, over time sufficient for compounding to do its work. Not inspiration. Arithmetic.

Four elements recur wherever it holds: a specific privation, one particular thing missing rather than poverty in the abstract; a minimum viable act, small enough to repeat without training; a network effect, where the act becomes more likely because others have done it; and enough time. Persistence alone is not the theory, for every farmer whose pits became a forest, thousands persisted and were defeated anyway. What distinguishes the acts that compounded is that their rightness could be specified in advance : each addressed the binding constraint rather than a symptom, each produced a result legible within a season, each could be repeated with what the next person already had.

On Kilimanjaro’s slopes, the Chagga built a civilisation on a hole in the ground — the mfongo, a hand-dug, clan-governed irrigation furrow. One furrow, then another, until nine hundred kilometres of channel laced the hillside, needing no planner, only that each generation maintain what the last one built. The furrows are still flowing.

In 1970’s Burkina Faso, drought had sealed the Yatenga soil to iron. Yacouba Sawadogo recovered an old technique, zaï: small pits, manure, a seed given a fighting chance. He dug on twenty-seven abandoned hectares; within two decades his land held sixty species of tree, and the technique spread farmer to farmer until it became a foundation of the Great Green Wall, needing no equipment, no expertise beyond an afternoon, only that it be right.

Wangari Maathai asked Kenyan women to do something almost too small to organise: plant a tree. Then another. Across three decades they planted tens of millions, one at a time, and the act carried freight far beyond ecology, organising, land rights, eventually democratisation. The women are grandmothers now; their granddaughters grew up in the shade.

India’s case must be read whole. In 1975 Anna Hazare returned to a dying Maharashtra village and repaired one embankment through shram-dan, contributed labour. Seven wells filled that summer for the first time in memory, unlocking the next act – check dams, contour trenches, percolation tanks – until eighty percent of the land was irrigated. But the bans that followed were enforced by Hazare’s personal authority, sometimes coercively, and replications elsewhere have mostly underperformed the original. The first act demonstrates the algebra perfectly; what followed demonstrates its limit. A condition is proven only when it survives its author, and Ralegan Siddhi has not yet passed that test.

Three of four cases here have a founder, which sits awkwardly with a claim that transformation needs no exceptional individuals. But look at what the founders actually supplied — not labour, always collective, but the diagnosis: the binding constraint identified, the smallest sufficient act designed. The founder does the first arithmetic. The condition is whatever no longer needs them.

The Bengal Famine of 1943 ran the algebra backward. The harvest had not failed; distribution had, through small failures in price, hoarding and political attention accumulating until purchasing power fell below the threshold of survival. Two to three million died. Amartya Sen’s lesson holds in both directions: the systems that prevent famines are built the same way famines are made – incrementally, invisible individually, legible only in aggregate.

The hardest case against this essay is the Green Revolution – expert-designed, capital-intensive, externally imposed, and it worked: Indian wheat yields doubled, and a subcontinental famine demographers thought near-certain never arrived. The honest critique is not that it failed but that yield was treated as the whole problem. It broke one constraint and installed others – degraded soils, eliminated seed varieties, dependencies that compounded as relentlessly as the yields. It succeeded as a programme and never became a condition; fifty years on it still needs the inputs it began with.

India today sits at the intersection of two accumulations: a demographic dividend compounding from two generations of investment in education and health, against an institutional corrosion lost not in rupture but in moments when an institution almost held and then didn’t quite, each compromise lowering the barrier to the next. The framework applies, but its feedback is slow: the farmer saw his seedling within a season; the judge who holds the line sees nothing fill. Institutional repair compounds as surely as erosion does, only invisibly, which is why erosion tends to win the race.

At planetary scale the framework meets a different limit. A power grid is not a zaï pit; an energy system’s architecture is a planner-scale decision that cannot be assembled one furrow at a time. What the framework governs is not whether such decisions get made, but whether they hold – a building code is written once and lived ten thousand times, in the daily arithmetic of every inspector deciding whether the rule is a rule. The large decision sets the direction. The small acts determine whether the canyon gets carved.

The algebra has never failed. The only question is who is doing the arithmetic.
